Planned features include an action sports park with a focus on extreme sports, including whitewa- ter kayaking, water skiing, and rock climbing and the largest manmade surf facility in the world. The sports theme continues with a themed hotel aimed at extreme-sports enthusiasts and adventure lovers, and a series of sports fields and athletic facilities highlighted by a small stadium. Muse- ums and cultural exhibits, an outdoor festival space, a series of spa and re- sort concepts, and the unique Seren- geti African Safari Experience — with animals provided by San Diego Zoo Global Wildlife Conservancy — will round out the entertainment portion of Quay Valley. As one of the project master plan- ners Roy Higgs, of Roy Higgs Interna- tional, explains "This is a retail and en- tertainment mix quite unlike anything else in the United States today — it will truly be a dynamic mix of attractions, exhibits and experiences." A project that has been in the works since the mid-2000s, Quay Valley has weathered a recession-driven hiatus and a daunting series of technical and logistical obstacles. With the project set to move forward, the future looks bright. Hays has been asked if his goal is to make Quay Valley an eco- logical standard bearer. Or perhaps a technological pioneer?
